Programmatic SEO, measured: 11 of 94 pages earned 88.6% of the clicks
Every account of programmatic SEO describes the pages that worked and quietly omits the ones that did not, which makes the strategy impossible to judge.
Of 94 pages generated from a single template, 11 of 94 earned 88.6% of all clicks. Twenty earned fewer than ten clicks in 267 days, and 20 earned exactly zero. That is programmatic SEO working, not failing: the distribution is the point, and it does not flatten out with scale.
The distribution nobody prints

The zeroes are not broken pages
They are indexed and they are being served. They appear at position twenty-something and nobody clicks, which is the CTR curve doing its work rather than a defect in the page. One page collected 19,394 impressions and almost no clicks, which reads as failure and is really a page sitting below the line where clicks begin.
It goes wrong at scale, specifically
This ratio is survivable at ninety pages, where the eleven winners pay for everything. At ten thousand it is fatal, because the ratio does not improve with volume: you multiply the zeroes at the same rate as the winners, and a site that is mostly pages nobody clicks is a different kind of site in the eyes of the engine.
The rule that separates the winners from the rest
The durable pages are the ones where the answer is the interface: the visitor does the job on the page instead of reading about doing it. A generated page that describes a task competes with every other page describing the same task. A generated page that performs the task is the destination. That single distinction accounts for most of the gap in the table above.
What to do before you generate anything
Build ten pages by hand first and wait a quarter. If none of them reaches page one, the template is not the problem and generating nine hundred more will not fix it. If two or three do, you have found the shape that works and generation is worth it for that shape only.
